WITH reference to my despatch No. 285 of the 12th instant regarding restrictions

Peking, July 27, 1911. on the trade in Indian opium in the Fukien province, I have the honour to transmit to you herewith copies of correspondence that has passed between His Majesty's consul at Foochow and myself respecting the issue of an objectionable notice by the opium suppression office at Shang Yang Ting offering rewards for the capture of purchasers of foreign opium.*

On receipt of Mr. Werner's despatch No. 15 of the 8th instant, I protested to the Wai-wu Pu, and requested that telegraphic instructions be at once forwarded to the Viceroy at Foochow to have the notice withdrawn, but his Excellency informed His Majesty's consul on the 12th instant that he had ordered its cancellation by telegraph.
